The USAR First Responder Programme, designed by the INSARAG Training Working Group (TWG) is intended to be used as a foundation for capacity building in disaster prone countries. 

The programme is targeted at local responders from the emergency services and local community responders. It offers an organised approach to disaster response, with education provided in the fields of rapid assessment, surface rescue and initial medical care.
