In the UK, the Incident Command System (ICS) provides a framework for ensuring the health and safety of operational firefighters and other rescue workers at structural collapse incidents.
On arrival the Incident Commander will ensure an initial survey and risk assessment are carried out. From this assessment the IC will formulate a tactical plan that will need to be flexible in operation and capable of adapting to changing circumstances. |

| The aim of the operational plan should be to rescue victims while maintaining the safety of rescue personnel. Generally, rescue operations should be methodical and follow a pattern based on rescues that are easily achievable and moving on to those that are more complex. |
